Born in Dallas, Texas, he lived in Ocean Springs, Mississippi and Dallas, Texas, where he was a Sergeant for the Dallas Police Department. He moved to San Antonio, Texas and worked for AT&T. He then transferred to Houston Texas and retired from AT&T. After retirement, he started several businesses.
Survivors include wife, Dianne Ehle Clifton, former wife, Virginia Clifton; sons, Herbert, Jr., John, and daughters, Gwen Dill, and Cynthia Thompson, step-son, Douglas Ehle and special nieces, Amber Clifton Wright and Christine Clifton Pennington, along with 8 grandchildren and 4 great grandchildren.
